Timeline of Events:

Effective Tuesday 04 Feb 2025 against China:

President Trump has imposed additional tariffs on the following country under the International Emergency Economic Powers Act (IEEPA). Additional 20% on ALL imported products of China and Hong Kong. NOTE: Retroactive to the original executive order of 01FEB2025.

04 Mar 2025 against Mexico & Canada:

Plan is to impose tariffs on the following countries under the International Emergency Economic Powers Act (IEEPA). 25% on imported products of Mexico 25% on imported products of Canada 10% on imported Canadian energy.

Exemptions:

Goods entered under Chapter 98 HTSUS including:

  • 00.40 or 9802.00.50 (repairs/alterations) tariffs apply on value added in Mexico/Canada
  • 00.60 (metal articles processed abroad) tariffs apply on value added in Mexico/Canada
  • 00.80 (assembly of US components) tariffs apply on value added in China and Hong Kong
  • 9801 goods exported from the US and returned from Mexico/Canada not subject (even if Mexico/Canada origin)
  • Other Chapter 98 goods are excluded

As announced on 6 March 2025:

  • President Trump announced a pause on tariffs for Mexican goods under the USMCA until April 2, after speaking with President Claudia Sheinbaum.
  • The White House granted a one-month delay on tariffs for automakers complying with the USMCA, with possible further exemptions for other industries.
  • Canadian Prime Minister Trudeau aims to remove all tariffs and is discussing delaying retaliatory tariffs against the U.S.
  • Trump told Trudeau that Canada’s efforts to stop fentanyl flow were insufficient.
  • China declared it is prepared to fight “any type of war” with the U.S. over trade issues.

Plan is to reinstate full 25% tariffs on section 232 of 08 Mar 2018 product tariffs for steel & aluminum imports for ALL countries, except Mexico as of 6 March 2025 until 2 April 2025. Quotas & exclusions are terminated. Current exclusions are applicable until they expire or the allotted amount is used.

Plan is to elevate to 25% tariffs on section 232 Derivative tariffs for steel & aluminum imports from ALL countries, except for Mexico, as of 6 March 2025 until 2 April 2025. For Non-Chapter “73” & “76” classifications, 25% based upon the value content in the product:
no specific method advised for value calculation of the steel or aluminum content in the product. Current exceptions are for derivatives processed in another country from steel articles melted and poured, or aluminum articles smelted and cast, in the U.S.

Plan is to authorize reciprocal tariffs based upon findings from the Commerce and USTR to the President “detailing proposed remedies in pursuit of reciprocal trade relations with each trading partner.”
